Fewer actual air molecules to carry away heat in a given space means less cooling efficiency. The ambient air temperature means very little to a car's radiator that's above ambient by usually at least 100 degrees, so 40 degrees in the mountains is still going to be harder to cool than 80 at sea level because of the extra density.
